Lack of pve content

Wait....Savage and Ultimates are the only PvE content?
I thought that dungeons, EX trials, Bozja, hunt trains and even treasure maps were all PvE content.
Did I misunderstand what PvE means?

Im talking about hard pve content (HM/MM in wow)
