Which instances are you talking about of characters losing memories of us?
My experience with the game is that consistently if you have not done the events yourself, they have not happened at all and will not be acknowledged in later content. But if you have done them, other characters will remember you.
The only time "time bubble amnesia" happens is when you-the-player put events out of the order that you-the-character are supposed to experience them. Level 50 Alisaie in the Binding Coil will not "remember" meeting you in Ishgard at level 60, because she hasn't yet. You've stepped back to an earlier point in her personal timeline. But at level 60 she will acknowledge your progress in the Coil storyline, whatever state that may be in.
So long as you are correctly moving forward in time (ie. playing side content as it becomes available), characters will remember earlier incidents with you.
And CT was definitely made mandatory due to events, not just for emotional impact.
They were happy to leave it optional up until 5.3 happened, because before that it could be excused with time-travel logic that CT happened at some point between "now" and the other timeline's calamity, but now it's impossible that G'raha is asleep in the tower (to be awoken by you in 5.3) if he hasn't gone in there yet. So CT needs to happen first to put him in that position.
