I'll call this Anectdotal vs anectdotal evidence, then. Whenever I que'd, I would always get sub-30 dungeons. They're really just not worth it, to be honest.

Unfortunately, you are incorrect. If they were not intended as a tool to be used by people to level, they would not offer Experience bonuses daily. While they do satisfy the intended purpose of also helping lower-level players clear content, the incentive is there to ensure that people of a higher-level have a reason to do them.

If you do not accept that it is possible for both to mutually co-exist, then you are missing their intended purpose/target audience.

However, I will say, splitting it up into 1-60 and 61-90 would only serve as a boon, as it would have people have two options to que. One for low-level stuff if you want an 'easy' time (As really, anything in Heavensward or Sooner is genuinely easy), and one for people who want a more advanced experience. It would enable you to have a broader audience, so long as they do not share a bonus (That is to say, both should have their incentives full realised in a single day.) It would mean that those who skip out on Leveling roulette "Because I don't want to get stuck in XYZ content." would have an option, and those who want an easier experience have an extra option available to them. Effectively, it allows double-dipping in the current range we have.
