I have no opinion either way on this, but I'm pretty sure SE would have the numbers of how many people try to clear the raid each tier. Then again, you also need to clear it to do Ultimate. So I'm guessing it works either way for them, whether it be the people who want Savage to be easier or the people who want to do Ultimate. As for the people who don't want to do Ultimate, but also don't want Savage to be easier, I guess they're trapped since there is no other difficulty, unless they move on to another game.

All we know is that Yoshida seems happy with the current difficulty of Savage and how it's been doing, at least since Creator onward.
