I'd like them to pull off better 8 or lower party content first, then worry about the balancing mess that is anything higher.

Public quests in Rift (or Warhammer for that matter) are so much better than Behest.I disagree with that, those are at the bottom of my list of MMO content I like to play. They are just spam fests, and you are lucky if anyone even says a word to anyone else.
We already have this type of content in behests and it suffers from this exact same problems. The game needs content for all types of people, and right now it is seriously lacking for the many linkshells built for alliance type content. My favorite memories from any MMO was where we could get all or the bulk of our membership involved at once to work on something together as a team. Breaking up into smaller parties I can stomach for now, but it just isn't the same type of bonding experience or as fulfilling as everyone coming together to take down a big dragon etc..
You make my point throwing numbers at something just makes it worse because it becomes less about skill and more about spamming a monster to death, 15 man Behest proves that.
Sure if they can give us 20+ man content that requires skill then I'm all for it, but looking at how 15 man parties used to work I wouldn't hold much hope.
Even the open world bosses (Dodore, Buffalo etc) where made better after the reduction is party size.

Not really, if you look at most MMO's there is are plenty of examples of excellent raid/alliance content. With 8 man parties you can't really explore all the group roles that are available in those situations as a requirement for the fight, and as a result of that you give people the ability to trivialize the encounter mechanics through stacking enough damage.Public quests in Rift (or Warhammer for that matter) are so much better than Behest.

For alliance content there is no problem balancing it to truly require something from each class. Plus it is simply more fun doing things with a large group of friends, trying to figure out how to all work together, rather than having to break down into small groups all the time.
Now that we have a different claim system, a lot of cool things can be done. Just need to make sure each player gets a chest at the end^^

Define non-issue? If the dungeons in 1.21 continue the trend of Primals dropping loot to individuals who are then unable to share them, and don't at least go back to Darkhold's style of loot where they can trade items before they drop into their inventory, then it is definitely an issue still for many of us.
Well i was talking about new types of content that can make use of the new claim system, without having to form parties and having 50+ ppl.

Well perhaps but that's going off topic a bit isn't it.Define non-issue? It just seems like "only ls" will do this, and no one will start a shout group for it, since shout groups are notoriously stupid. But I don't have an endgame ls right now, so I'd be probably stuck with a shout group basically 2 secs away from hanging myself having to replace 2-3 people who drop for stupid made up reasons every run. Even though I'd love to have an endgame ls, it shouldn't b necessary to doing endgame, it should just make it easier to find people. I'd like content that isn't restricted to only ls, and this would most definitely be, since its not XI, and no one is ever dedicated to content, they do like 3 runs and go "oh my wife needs help" or "I have errands that I forgot to do, at 8pm" *jackie chan wtf meme face*
