We already have this type of content in behests and it suffers from this exact same problems. The game needs content for all types of people, and right now it is seriously lacking for the many linkshells built for alliance type content. My favorite memories from any MMO was where we could get all or the bulk of our membership involved at once to work on something together as a team. Breaking up into smaller parties I can stomach for now, but it just isn't the same type of bonding experience or as fulfilling as everyone coming together to take down a big dragon etc..
Public quests in Rift (or Warhammer for that matter) are so much better than Behest.

You make my point throwing numbers at something just makes it worse because it becomes less about skill and more about spamming a monster to death, 15 man Behest proves that.

Sure if they can give us 20+ man content that requires skill then I'm all for it, but looking at how 15 man parties used to work I wouldn't hold much hope.

Even the open world bosses (Dodore, Buffalo etc) where made better after the reduction is party size.

Not really, if you look at most MMO's there is are plenty of examples of excellent raid/alliance content. With 8 man parties you can't really explore all the group roles that are available in those situations as a requirement for the fight, and as a result of that you give people the ability to trivialize the encounter mechanics through stacking enough damage.

For alliance content there is no problem balancing it to truly require something from each class. Plus it is simply more fun doing things with a large group of friends, trying to figure out how to all work together, rather than having to break down into small groups all the time.
