I agree with this. They don't develop like humans (or hyurs in this case) because they aren't humans, they are viera.I don't think that they're meant to look younger than female Viera, they're just meant to be androgynous. In humans, women retain youthful features (big eyes, small nose, small face, and soft, round features), whereas men develop more angular ones during puberty. So I think that, to many of us, male Viera look underdeveloped, but it might be that they just don't ever develop what we consider to be masculine features.
