Arguably EU has too many, a few of them are still basically ghost towns.

The data would disagree. We only have 1 data center, split into two subs with Shb and both Light and Chaos is well balanced populated.

You think this is mostly a NA problem then?

I honestly wouldn't be surprised if that were the case given how culturally significant it is in the US to get your own house.

Also the US servers have a WAY higher population.
Sargatanas is one of the smaller US servers, but its population is on par with Tonberry, one of the larger JP ones.

I can't say. I'm not keeping track of NA since I play and live in EU.
But it's not like we have multiple servers full all day long so I don't think we have a overpopulation issue -- in EU.

Population issues are really only apparent at the start of an expansion when everyone wants to be playing to see the new content. Things calm down considerably later into the expansion.

When it comes to discussing housing, "overcrowded" has more to do with the active players versus available houses as opposed to how many players in general a world server can accommodate at a time.

I don't think the log in queues we're currently seeing are due to the number of players already online for a world but rather the number of players trying to log on a character at a given moment. I get the same "Place in queue: 20-40" message whether I'm logging in at 6am or 5pm while if I'm trying to log in right as a hot fix maintenance ends at 2am in the morning, I'll get "Place in queue: 600-1000+".

There are a lot more players online at 5pm than 2am so it's not related to total online population.
