Players on higher latency are already disadvantaged when it comes to weaving with any complexity. I'd wonder if highlighting that shortcoming in the game's networking code before they were hooked would drive people away instead.

Certainly though there should be a redistribution of spells. More needs to be done to remove the largest changes in rotation so that it instead grows organically from 1-90.
