No thanks to it being active only at <50. New players would get used the shorter GCD, reach level 50, then all of a sudden "Hey, why the hell is my GCD longer all of a sudden?" I think a better way to handle it would be one or both of the following:
    * Shorten the GCD for everyone regardless of level, and design the rotations around that.
    * Front load the pace at which you earn new abilities, so you earn more abilities earlier on (levels 1-50), at the cost of there being a more of an ability drought in the old expansions (levels 50-80), and then add more abilities during Endwalker leveling (levels 80-90).

These are non-issues, as fast melees have haste buffs that reduce their GCD to a percentage of the base GCD length and spells with cast time longer than the GCD are calculated based on the GCD length. All these could easily adjust from a 2.0s base GCD instead of a 2.5s base GCD.

This one might be an issue. The GCD has a hard minimum of 1.5s. This cannot be reduced any further because Heat Blast is meant to be followed by Gauss Round or Ricochet, which Heat Blast recharges. Each of these actions take 0.7s so 1.5s is already pushing it for people with higher latency.

Most notably, nobody would be able to double weave at all because oGCDs take on average 0.7s, so the minimum GCD for double weaving is 2.1s before accounting for latency, which brings it up to 2.2s~2.4s, varying by person. Many jobs rely on double weaves, so the oGCD execution times would need to be reduced to 0.55s across the board or some jobs will need entirely new rotations. I am firmly against the latter.

Reducing the GCD is not an adequate solution.
