Not only did they do as much, they ended up having to add the missing genders in addition because naturally when people only get half of something, a lot of them want the full thing.
From what I recall (meaning don't take this as gospel truth, I'm going off what I think I remember), originally they were just going to do Hrothgar but for whatever reason decided to do Viera as well, leading to the current situation.
