Parsers add replayability for casual players

Well, we don't exactly just hand out guns to everyone. There's background checks, waiting periods, carry and conceal permits. Tools can do a lot of damage in the wrong hands.

Maybe SE should force you to prove you're not an insecure sociopath before giving you a parser.

Depends on where you are at. Waiting periods and permits aren't a thing here. Just don't be a felon. Anywho, the point remains the same. The game is toxic as is the community, giving console players a parser isn't going to change anything.
