Camping is so anti fun that people are suggesting we make the housing system even worse than it already is on the off chance that it might reduce the suffering.

My suggestion cripples people who would become multiple house owners. It also saves campers ~100 hours each. That's a lot of gameplay time given back to the players. Gameplay time = fun.
Making housing only for the rich is also anti-fun and anti-casual, especially considering home decorating is considered casual content.
Your suggestion doesn't hinder those with gil from buying multiple houses because most of them are more then willing to use bots to spam placard and harvest mats/craft goods to sell on the marketboard. Hell, there are even bots for clearing hardcore content like savage raids and Ultimates.
My suggestion would slow down the bot-users from jumping from one plot to another. There's one on Exodus that does this regularly with the same Goblet plot: They send a bot or two to spam the placard, one gets it, it leaves to go relocate to another plot, if another bot isn't there, another is sent to scoop that plot back up, rinse and repeat. I've reported them and all their alts (which were extremely obvious) and nothing came from it.
