The only option is more wards and not just in Ishgard (because some of us think it is really ugly).What makes you think the plot that was left behind is in the Goblet? Not everyone who relocates comes from the Goblet. I know loads of people who relocated from the other districts.
This is not a fix because it doesn't increase the amount of houses in the game. All this would do is swap one frustrating situation for another. The reason why people placard spam is specifically because there is a lack of houses. People sit there for hours spamming because it's their only hope for a house aside from the rare times when we get new wards. If there were plenty of houses to meet the demands for the population there wouldn't even be any need for any sort of placard lockout mechanic.
With your "solution" many players would want placard spam back because they would have far higher chances of getting a house with infinite clicks than they would with a mere three.
And please no one suggest lottery...how many times do we have to say it...nothing is a fix unless it targets the actual root of the problem: the lack of houses.
