If you think it’s not- it most definitely is. In the last 72 hours I’ve had three relocators /come laugh and jeer/ at the group of people waiting for a timer to purchase a plot then relocate to it. Within THREE minutes they re-relocate to another plot or back to their original plot.
It's actually a known 5 minute cooldown on relocation but yes, many of us would like to see it increased to something much longer to prevent that sort of behavior. Personally, I'd be in favor of 7 days. That's long enough the player would never be able to get their original plot back.

Also, some players do it to specifically to mess with the auto-clickers as opposed to trying to make things more difficult for others. There's a rather amusing thread in General Discussion about a recent incident.

1: The game does not tell you what open plot they have left behind. Only the person who relocated can tell you. So unless you're told where their old plot was, you have to comb through the long lists of wards to find it. That can take quite a long time.

2: Players have to start from scratch the with placard spam. This feels like a hopeless situation for players who already spent several hours spamming and then have to face the possibility of the newly open plot locking players out of purchase for potentially several hours on top of the hours they already did on the other plot.

I can't understand why the cd on relocation is a mere 5 minutes. There are very few instances in which a person would legitimately need to relocate more than once in a day. The cd should be at least several hours long. Ideally once a lockout in my opinion. Likely another housing design decision that shows how SE just don't consider how players can abuse a feature.

    1. Check the Wards again to see what plot has opened up in the Goblet?

    2. Make it so you can only click 3 times per placecard per day, just to make it clear that means if there is 100 plots available, that you get 3 licks per plot per day, spread it ot, it solves the placecard spam, it solves the botting 100% and you can and will find value in playing the game other than spending all the time camping, everyone get a fair chance whether stuck at work/school some given hours or can play all day long as being on social welfare or whatever.

2a. suggest adding a timer per relocation to 48 hours or something.

What makes you think the plot that was left behind is in the Goblet? Not everyone who relocates comes from the Goblet. I know loads of people who relocated from the other districts.

This is not a fix because it doesn't increase the amount of houses in the game. All this would do is swap one frustrating situation for another. The reason why people placard spam is specifically because there is a lack of houses. People sit there for hours spamming because it's their only hope for a house aside from the rare times when we get new wards. If there were plenty of houses to meet the demands for the population there wouldn't even be any need for any sort of placard lockout mechanic.

With your "solution" many players would want placard spam back because they would have far higher chances of getting a house with infinite clicks than they would with a mere three.

And please no one suggest lottery...how many times do we have to say it...nothing is a fix unless it targets the actual root of the problem: the lack of houses.

The only option is more wards and not just in Ishgard (because some of us think it is really ugly).
