Here is what I can admit:

They cut one Ultimate from Shadowbringers. So if Shadowbringers was to be your last FFXIV expansion, then this was cut content for you since you'll likely have to pay to buy Endwalker to play the 6.1 Ultimate as it will likely be a level 90 content instead of the originally planned level 80 content.

However, if you were planning to buy Endwalker regardless, then it is a delay and not a cut content as you will eventually get it (unless plans change and they really cancelled it).

Arguing semantics would be saying Ultimate is cut because there is only 1 or 2 planned for Endwalker instead of 3 as there is no Ultimate roadmap that would confirm that there were two other Ultimates already planned other than the Dragonsong War Ultimate.

As a gift for those wanting more difficult fights? They certainly didn't make it so that people can hold that piece of content as hostage/ransom demand in return for their subscription or whatever.

People can freely subscribe/unsubscribe for whatever reason while SE will focus on making Ultimate when they can, not necessarily when players demand it.
