I don't think Lyse was well-written overall, but I'm tired of this scene being held up as a example of her incompetence because she wasn't at fault in the way everyone seems to remember it.

She* invited every tribe in the region, because if she didn't then it would have been politically awkward and they probably would have taken offence and become more hostile.

Additionally, the expected outcome was that the Qalyana would refuse the invitation anyway, so it caught everyone by surprise when they actually arrived - and would have been even more politically awkward to refuse to let them participate at that point. This wasn't a single-handed decision by Lyse, but supported by Raubahn.

They also didn't simply trust the Qalyana, but treated them as suspicious and took precautions to ban them from bringing crystals into the chamber, specifically to prevent them from being able to conduct a summoning if that was the intent. They just failed to consider the possibility that crystals had been planted in the room already by sympathetic, tempered Resistance members.
