The matter of the fact is, someone's controllable pixels staring at your controllable pixels isn't harassment. The fact you let something like that upset you to the point of sending in over 100 tickets says more about you than these "e-stalkers". Things should only matter when doxxing is involved.
You need to learn what scope is and what companies can and can not do. As someone that's also worked in support, there is this thing called "scope" meaning the area of things the company can cover. If someone "stalked" you in game and then showed up to your home, once it goes irl it's out of their scope. At that point, if it's that serious cops should be called and they will handle it, however they will probably tell you to stop playing the game or make an entirely new account/character, which you seem to be against so it's apparently not that bad.
However once things go IRL, SE has no rights, authorities, etc to deal with that issue, that's, again, out of their scope. No amount of harassing SE with tickets is going to change that.
