I was referring again to my own thread, where a new player pointed out that he'd been trouble getting into the community because it was already well-established. Scrambling players forces new communities, which gives everyone equal opportunities. I'd never thought of it that way. It doesn't give equal opportunity to new players at all though because it isn't a character wipe, people will still fill up servers by transfering in groups causing many new players (and some players who tried to transfer with friends) to be unable to create characters there. New players instead will be funneled into low pop servers. Returning players will also be at a disadvantage because they won't know anyone on their server.

I haven't seen any attempt to justify why they are doing it this way without first doing a regular server merge for those of us who don't want to transfer so that we don't have to scramble to get on the same server as some of our friends.
