Not defending them on this, because I think housing should be available to everyone in an MMO that has it, but they haven't ever changed their stance on it

Uhh...housing was only for fcs at first, and the prices have been cut down to be far more affordable. They certainly have changed their stance on who can get a house.

What they haven't changed their stance on is the ward system being the only way to access housing.

Another thing is SE has always had their stance on housing as this - they want it to not be available to every player because it's considered an elite commodity.

Still waiting for a link to an official source on this idea that players keep spreading but no one seems to be able to back up.
