Still waiting for a link to an official source on this idea that players keep spreading but no one seems to be able to back up.
Most I've been able to see akin to that is SE originally planning for Housing to be an FC only thing and then backpeddling.
What's more likely is that SE do want to fix this. Having threads upon threads of complaints, coupled with loud social media cries, is definitely not somebody a PR manager wants to be seeing. The problem however is probably their horribly outdated code which we know causes all sorts of problems. But they've said this last wave was just a put-on whilst they move housing over to dedicated servers, which does more than imply they're going to be taking measures to help rectify this. I mean LotRO has an almost identical housing system to FFXIV in every way and even at it's peak never really struggled with opening up new wards (and continues to do so).
Actually now that I think about how similar LotRO's housing is I'm getting an awkward feeling we might see Premium Wards for real-world £££ some time in the future.
Uhh...housing was only for fcs at first, and the prices have been cut down to be far more affordable. They certainly have changed their stance on who can get a house.

FFS do the math, you don't even need a link to an article to figure this out.
There are 68 servers for the entire game.
Four housing zones with 24 wards = 96 wards, * 60 plots per ward = 5,760.
5,760 housing plots * 68 servers = 391,680.
There are over 20 MILLION player accounts in FFXIV. 20,000,000.
4 zones * 24 wards * 60 plots * 68 servers = 391,680. Again, look at that number vs. player population.
That's 1.96% of the population with access to housing plots. This does not include apartments.
If you want that figure, I'll do the math for you on it so you can continue being lazy in figuring out that 1.96% of the game population world-wide has access to housing plots. If that isn't taking a privileged stance on housing, I don't know what else to do to convince you.
They have let the problem swelter to an unmanageable number of players out of housing, and have let people purchase multiple *MULTIPLE* housing plots for themselves. They continue to own these plots of land with no recourse of action taken against them.
I will also go and try to find the article I had read years ago where SE said it was a privilege to own a home in this game. However, I think the math does the talking related to duration of how long this has been going on.
