Except there are no players eligible for transfer incentives right now other than those on Tonberry. All other worlds have been changed to Standard or Preferred.Then they're welcome to choose that. But they need to understand that along with Limsa having 300 people standing around gawking, another 'perk' of a crowded server is 300 people camping every open plot.
SE has stated all servers must have the same number of houses under their system. Housing isn't considered to be a problem until all plots on the data center are full. Balmung has no plots? Guess Balmung has too many people. Incentivized server transferring exists so that players will solve the problem of overpopulated servers themselves.
Players are allowed to prefer overpopulated servers, but then they will have to deal with the downsides of playing on a server that's overpopulated. Sort of self-explanatory.
Housing is only an incentive to transfer if the player has a extremely high chance of being able to purchase a house right after they transfer. What worlds would you suggest right now for someone who's looking for a house?
But I digress. You might love the crowds on Balmung. Which is fine, but it's important to note that those crowds will be there to greet you everywhere you go.

but for further context, crowds like that at balmung placards are common. no matter what ward/neighborhood/plot. there's a trend with balmung where weeks will pass without an opening, one will open up, and crowds will flock to the placard. i can tell you that in regards to the screenshot i took there, it was bad enough to where the crowd ambiance picked up. to make it worse, it's not even a balmung exclusive issue. i can't account for other DCs, but i know for a fact that mateus is on par with this.
mostly popped into this thread to give further context on my screenshot there, but the best advice i can give is that i hope the odds are in your favor because its rough.
Being on a highly populated server always comes with a price, but that price is usually things like server queues, and lower fps in popular locations... these things don't lock players out of content. Balmung shows how flawed the housing system is. Every other piece of content thrives on having very large crowds wanting to do them whereas housing does not given it can provide content to only a limited number of people. And well it's far from high enough on so many servers.
And lol I saw your edit. The funny thing about this situation is it's going to be the same in 2021, so you were correct anyway. Sigh.

It sucks that with the persistent ward system, people have to decide whether housing is a higher priority than their communities etc on their existing server.
When autodemo resumes, the low pop servers will have even more open plots. So people have to decide based on the reality SE has imposed on us.
So that's nice for the EU players. They can transfer to whichever of the 2 worlds is in their current data center, get a house and continue to play with their friends without having their game performance change from what it currently is. I'll make certain to point any EU players to those 2 worlds.
It doesn't help the players on the NA worlds. We have no worlds here with houses available. Players would have to transfer to different regions. They would have to give up playing with their friends. They would need to struggle with poor connectivity trying to play through basic content (drove me nuts when I made my EU and JP data center characters last year).
You can nitpick about Balmung players wanting to play on an overpopulated world but the truth is they're not the only overpopulated NA world. Balmung's been a Standard world since April. The only NA worlds getting marked as Congested in recent months have been on Aether and Primal. If we use the average population on the JP worlds as a standard, every NA world is overpopulated.
SE controls how many worlds there are for players to chose from in a region and the number of worlds controls the housing supply for that region. The current problem is not one that NA players created.
Agreed. Although currently in NA it's mostly because of autodemo freeze and the increase in player populations. The freeze highlights why the persistent ward system is terrible for access to housing.
SE has doubled down on the persistent ward system for years. So not expecting SE to drastically change how the persistent ward system works. But when autodemo resumes, players who prioritize housing should consider transferring to one of the low pop worlds in NA.
