wait, hq affects the bonus peramters now? thats new to me

it affects alot of stuff, but i dont think its ever affected those, and by the looks of it it still wont, so no change was really made there, they were just clarifying once again how it works

Yes, it's a new change in their update today (I was shocked, but happily surprised as well):

Changes to the Attributes of HQ Gear

As before, HQ gear will boost basic parameters (physical defense, damage, attack delay, etc.), but will now boost bonus parameters as well (physical attack, magic attack, evasion, etc.)

I hope we get clarification about the "For each item equipped, only some bonus parameters will be enhanced".

ok somehow i misread that, for some reason i read it as it will not boost them lol

well that was actualy needed, glad to see they are doing that too(after all, crafting and gathering hq armor was complely useless before since all it did was raise armor value)
