    The fact that you do not need a person makes it a buff. Ever so slighty but a buff none the less. Imagin you are in a 4 man party and all your team mates are out of range to use this skill. It would be useless. Now its a promised cool down. Not sure on the higher level raids. But in any situation that would force the tank away from the group and them eating a tank buster they just gained another CD that gives them self recovery.
