I suppose that, theoretically speaking, they could have it such that you could play a "class version" of the job right up until you're able to obtain the job stone. In this sense, you could say that you were always swinging a greatsword around but you weren't a """"real"""" Dark Knight until you stumbled upon Fray in Ishgard. As to how this could work from a technical standpoint? Beats me. Probably complicated... but I do wish it were possible. I do have some friends who wished they could have played through ARR as, say, a RDM or SAM right off the bat instead of playing through ARR to unlock em.
I mean to be fair, we get dragoon, Ishgard's signature class, without ever going into the city. They could make it work, it would just require retcons and rewrites (MCH and to a lesser extent AST need it, but I'm pretty sure people would riot if SE changed the DRK story.)

A rogue is a thief; a brigand; a social outcast who lives off their wits. By contrast, ninjas generally operate under some kind of code - their trade is heavily influenced by eastern traditions, mysticism, Bushido, etc. In fact, I'd go so far as to say that the transition from a rogue to a ninja is an enormous stretch - the difference between a dirty pit fighter who gets his or her nose bloodied often, and being such an astoundingly slick warrior as to be nigh-unhittable. FFXIV reflects this transition by essentially dumping the majority of the rogue kit the moment you become a ninja - you've "outgrown" everything from abilities to animations (ninjas and rogues don't even run the same).
It may have been a while since you've done these quests, but rogues in this game aren't lone wolf brigands who live by their own set of values. If you go back to the rogue quests, they are a formal part of the law enforcement of Limsa Lominsa, and have a code they live by. This is the core of all of their quests, so even if rogue were separate from ninja, your dream of how they would be implemented is already gone.

Also when it comes to animations... I hate to ruin it for you like it was for me, but the rogue weapon drawn walk/run animation is just the paladin walk/run animation. It's the same as every crafter/gatherer uses the paladin movement set, they didn't create one for rogue and one for ninja, they just had rogue copy over paladin. And other animations, the animations for your skills that copy over are still the same.

"Formal" is a really strong word there, considering a large part of the Rogue quests were having issues with someone with the Yellowjackets over the legality of the Rogue's efforts.

Formal in that Merlwyb commissions the Rogue's Guild to perform tasks as part of the law enforcement she can't assign to the Yellow Jackets, but because they're more like a covert ops arm of her peace keeping operations, the Yellow Jackets don't see them as a part of the law, but acting outside of it. So I guess more like contract secret agents?

Either way, they do have a formal code they live by, and are part of the system to uphold the law as opposed to subverting it and living by their own sense of right and wrong.

It's been a while since I did those quests, but we don't really get to be a formal ninja anyway, do we? I mean, we're not inducted into their command structure, we don't become part of their clan. We're more like a free agent who has been taught ninja skills.

How many times has an acn showed up to raid wearing the wrong job stone?
I can't say I've seen many instances of this myself.

Machinist and astro could possibly be reworked narratively to appear early, but DRK kinda hinges on the WoL being a veteran whose seen and experienced dark shit. It's harder to justify a fresh blank slate being troubled by their experiences without it coming off as hollow.

Weirdly enough, I've seen quite a number of white mages showing up as conjurers, up to level 60 raids.

I love the concept of thieves in games, and mained it in FFXI, but I have no interest in the lore, playstyle, or even the visuals of a ninja. Extremely disappointing that one was basically shelved for the other.
