Suggesting Ideas for Blue Mage with feedback & Removing Limited Job Status

I love the current BLU, but i really hate the current tanking iteration of it.
Reduce the horrendous 70% damage penalty to something manageable like 20% or remove it all together. BLU dps already get permanent Devilment and it is as busted as it sounds.
Make Cactguard insta-cast and being able to be cast on self.
Make Diamonback an insta-cast when under the tank mimic.
Also put the actual stats on weapons. For that extra VIT if nothing else, because innate caster HP and defenses are low.

In general make Loom an instacast or an OGCD with 3 charges on 20 second recast.
Heal BLU could probably use a stronger single target ward.
There are probably a few more improvements here and there, but eh.
