We know the Republic of Garlemald was formed by consolidating a number of Garlean villages under one banner. There's nothing saying they got them all, which leaves the door open for some Garlean outliers not in the Empire (neé Republic) that could swear fealty upon being conquered. If that's the case it's plausible for there to be a pureblood Garlean Legatus who was not born in the Empire, and who passed his position down to his son upon death.

What information we have states only that one needs to be of Garlean ancestry to go past "sas," so...
It's probably either this or being half Garlean . In FF12 Noah's mother was Archadian, and when the empire of Archadia conquered Landis he went to them and swore loyalty, eventually becoming a Judge (equivalent to Garlemald's legati). I could see them doing the same thing here but swapping Archadia for Garlemald.

That's my hunch. He's going to be a mixed Garlean, where the third eye did manifest, making people believe him full blooded.

Popping back in to wrap up the OP and catch up.

    To address one thing, though:

Fordola could not see the future.

Urianger explained that Fordola was reading the "whispers of Alisaie's soul" and the aetherial traces in the air to predict her movements. That is consistent with reading the "whispers of the soul" to share a memory or understand speech, and Krile's unique manifestation of the Echo being very sensitive to people's aetherial traces.

We do not yet know how the Echo is how Mikoto can see the future.
We've yet to see an Echo-based power that wasn't some kind of soul interaction.

It was nice to hear them remember Mezaya Thousand Eyes exists, though, so I'm excited to see where that goes.

Well considering the Echo is only a fragment of the original powers, who really can say the potential of the True powers. Considering it is only a fragment, I think the randomness of a Echo's power is certainly the cause of her having Absolute Future sight while our WoL has Soul reminisce sight.

We know Krile Echo is the power to see the past of certain people as well but for her it seems to be focused on Viewing the events from a third person perspective while WoL is directly reenacting events as the person themselves.

Considering these are only fragmented version of the original powers, one can only imagine the potential it may have once complete and have aboslute powers to not only see the past of other people through direct experience as the person or only spectate it from 3rd person but to see absolute or potential futures as well. Not to mention universal language translation and even read a person's movements before they even make a move themselves.

Given the fate of the Ancients, as well as the actions of the Ascians themselves, it is highly unlikely that their "complete Echo" can see the future, at least to any useful degree.

That is the tricky part of the Absolute Future vision part of the Echo it will only show them the future that will Absolute happen but Possible Future sight may not be part of the Echo full potential from by guess.

Thus they will only be able to see what will always happen but what happens before or after is always uncertain. It is not very useful since it will happen no matter what it allows certain things to be prepared for it. In this case they most likely saw the First Calamity but could not see what happened before or after because the source was constantly moving or change and the future had many possible outcomes of complete destruction and surviving. Summoning Zodiark was probably only one possible option but there may have been other ways to survive the First Calamity.
