Do you seriously think it's wrong to make a remark in that situation? If my coworker refused to stop wearing creepy frog costume, I would try to ignore it. If it ends up continually bothering and distracting me, I'll go tell HR. If HR won't do anything about it, I'll just deal with it and accept the distraction. It wouldn't be an enormous issue to me, just like it shouldn't be an enormous issue for my creepy frog coworker to wear something normal.

Now if HR gave me some kind of magic glasses that I can put on that would transform my frog coworker's appearance into something normal (in my vision only), we'd all be happy.
