A harsh thing to say, I know but even in expert dungeons, it is so rare to get a group that plays at a reasonable level compared to what the classes are capable of.
SE knows this and it is the reason why Normal mode encounters have no enrage timers.
i got well over 80 kills of ruby weapon in an attempt to get all of the tank weapons + the mount.
The fight does give weapons away, its one of the easiest mid-expansion ex trials....ever, if i'm being honest. I cant think of another fight that has as few mechanics as P2, or has a checkpoint half way through, at this difficulty level.
If you're having problems ALL THE TIME, its not the pugs fault.

I don't know about the current Eden normal tier, not done it enough times. I do know that E1 has an enrage mechanic with the adds. Many normal mode bosses throughout the game have enrage timers. It's just rare that they cause an issue after week 3 because by then most people know what to do so they die less, which means less dps loss.

The intent is to prolong the lifespan of other weapons. Let's also being real here. Tome weapons are pretty much effortless. Outside of capping each week, you have to beat Shiva Normal—not a difficult task by any means. If you could buy a tome weapon in 3-4 weeks. That all but kills any reason to farm EX Primals or buy crafted weapons. Seven weapons is roughly 1/3 of the tier cycle. So that tome weapon is going to last you quite a while.Not a seven weeks time investment. In many of these such games it can take seven minutes to get one if you know what you're doing. Obviously it shouldn't be that simple in a game like this, but seven weeks is excessive. There is absolutely no reason for stuff in a game that gets discarded after 3/6 months like yesterday's trash to take that long to obtain.
The point is that people want to see their characters improve regardless of whether they're doing the game's hardest content, so trying to deride people by saying "well you're not a raider, so you don't need this" is a stupid, flimsy argument. Whether they "need" something is completely irrelevant. Likewise, getting an ultimate weapon after beating a game's hardest content would seem silly to some. What's the point of having that when there's nothing left in the game to challenge you anymore? But that doesn't stop people from wanting it anyway, now does it?
This is because the crop of players attempting Titan Savage are likely far better than those going into EX Primals. Not to mention, people will look up logs when it comes to Savage. And they may even remove players obviously struggling outside fresh learning parties. Comparatively speaking, Hades' DPS check is hilariously easier than Titan's. You could afford deaths in Hades and carry bad players through. It took several weeks for Titan to allow that. Even then, it still often resulted in a wipe.Haha it was even worse! I started playing again 3 weeks before the last patch came out. And it was still a huge struggle to get my weapon. I think I had an easier time farming Titan than I did Hades, even though I had to do it 8 times because the game hates me. If you say the DPS check wasn't so bad, then I'm honestly confused with how none of the farm parties I joined couldn't kill it until just before the enrage cast ended.
Also, it doesn't matter if the mechanics become easy once you practice. When you're up joining parties in PF, you never know the type of players you're gonna get. Mistakes happen, and they're extra frustrating considering you have to redo the whole fight.
Ruby Weapon is, frankly, extremely disappointing in my opinion. It's DPS check is so laughably lenient, you barely require a pulse. My first clear came with tons of deaths and I, the tank doing more damage—in full i470 gear—doing more damage than most of the DPS.

This already happens. You have people who can finish gearing up within a week or two even.
The gating is more for the general populous who don't raid and have to wait on tomestones and other item drops.
