You've waited for over 5 years, another 2 weeks couldn't hurt. Considering Yoshi-P mentioned that patch 5.21 would be released "about three weeks after the release of Patch 5.2." (Source: most recent Live Letter)
As for suggestions:
-I liked the idea of Reuse, but having it combined with Reclaim made it too strong. If I had to choose between either of those two, I'd like to see Reclaim being re-added to the game.
-Bring back Steady Hand (II), Patient Touch/Rapid Synthesis feel way too RNG heavy without it.
-The Whistle While You Work system was interesting enough, with the way it worked in Stormblood and the start of Shadowbringers, even if I didn't use it all that often.
Don't really have any suggestions about the reward structure, since I'm not really sure how SE can improve on it. If they increase the crafted gear iLvl to the equivalent of tomestone/savage gear, it might devalue said gear. If they keep it at the current iLvl tier, players might not be willing to drop a mountain of gil on obtaining it. Making the recipe acquisition to be high difficult might also cause players to not bother with it, as a good amount of it is purchased for progression raiding (although that could be avoided by releasing the recipe books on the odd numbered patches).
Reclaim, which has been in the game since the release of ARR, wasn't really an issue until they added Reuse.

What you suggested is absolutely perfect. Don’t see a thing wrong with it! Realistically, Square would probably incur a penalty if you fail the Grandmaster Recipes entrance quest. Like for example... “1 week timer until you are eligible to attempt Grandmaster Recipes again.” Heck even if it’s just a 24 hour penalty, that’s honestly good enough for me. That is like, one hell of a challenge!
