I'd rather they just stick to the rules, if using skills outside of combat is against the TOS, then it's their fault for allowing players to do it in the first place and it the blame is squarely on SE at this point.

Using skills outside of combat isn't an issue.

SPAMMING THEM OVER AND OVER AROUND OTHER PLAYERS is the issue here. A holy or two wouldn't have caused any problems.
