they're written like that in game because the devs think the juxtaposition is humorous.

Halflings/dwarve/elves in western fantasy settings almost always have the physical features/proportions associated with a sexually mature humanoid, so conflating the two is pretty disingenuous. It really has nothing to do with ugly/cute.
That picture you linked is just describing the outfit. There is more to the comment that people always seem to crop out.
