Exactly, it is not a failure until SE comes out and states the it, or the following:
"Due to the state of XIV and the very low population and popularity, SquarEnix has decided to shut down servers and pull XIV from the shelves. We apologize for those of you that are playing currently and we apologize to those that did not enjoy our game, but we cannot continue supporting this game, blah, blah, blah, etc, etc.
People, Failure is an end result. SE has not ended XIV yet.
A failure is APB, they shut their server down (went bankrupt (i think, correct me if i am wrong), but i am sure it would have been the same result)
It's like university, (or my take anyways), they failed the first test, but they haven't failed the class yet. The class ends when the shareholders tell them to shut it down because they are tired of losing money, or not making a lot of money.
SE right now is the student, frantically trying to bring his marks up in the class before the end of the semester.
APB is the student coming back and trying again. And they already have a following again. Lol, i guess i would have to say Mommy and Daddy stopped paying their tuition so they had to work for a few months to get the money back to enroll again :P
