Why would they arbitrarily ban paying customers?
Hint: they don't. No online game company does. There is always a reason, with that reason usually coming down to the player has been doing something the business finds harmful to the game. Those harmful things are generally spelled out in the ToS. Even if the player has violated the ToS, they generally are getting warned or a very brief ban at most unless a repeat offender. You really have to push the limit to earn yourself a permanent ban.
Those who aren't violating the ToS or the spirit of it have nothing to fear unless their account gets compromised. At that point, they need to work with SE to prove the compromise.
If you fear getting an "arbitrary" ban hammer, ask yourself what you are doing to generate that fear.
