It's not disruptive and its not spamming, its not a loophole either. It's just a guy using partyfinder, you just don't like what he has in the info. He can play on as many alts as he wants if he likes too, as you can do the same without me reporting you. lol

Actually If their intent is to bypass people’s blacklists it would become a rule violation at that point.

Yes, anyone can play on their alts when they feel like it. If they're using the alt though to get around being blacklisted by, more than likely, multiple players then they're trying to bypass the blacklisting system. People blacklist others when they don't want to see anything that the person is saying/to avoid their PF groups. Putting up the same 'SELLING RUNS EL OH EL DISCORD#6969' PF group that they do on their main is getting around that. It's still the same person/account.

GMs don't deal with RMT, RMT is allowed if specifics are kept out of the game, real-money sales for clears don't prop up the botting economy and who do you think is doing the selling? Hint: It's not ice mages.

All the GMs would have to do is follow the link and ask "How much?". I'd bet it would be far less work than SE's sting on the dataminers.
There have been players linking to Twitch channels that ask for donations or offer services for real money. An investigation could be completed in seconds by searching the link provided and identifying the relevant info. If it wasn't allowed, they would have done something about it by now.

They could just prohibit the ads from being made in the PF. They removed Feast chat, you're not allowed to openly discuss parsing, they moved the servers for NA data centers several years after the game's release and they shuffled up worlds, causing issues with housing and statics. Prohibiting the ads would negatively affect almost no one, but it would eliminate the spam and help maintain the illusion that RMT is considered a terrible offense.

GMs won't do anything about those reports and "spamming" under the ToS only involves chat channels, not the PF.

You have players intentionally listing ads under incorrect tabs (for more views) for services that require you to contact them outside of the game for more information. Unlike static recruitment, these ads stay up forever.

Advertising on those dummy accounts allows them to play on their main while advertising, it doesn't tie their FC to RMT activity, it allows multiple people to have access to the account and keep the ad up for longer and it protects their main accounts in the unlikely event that SE starts banning players for the ads (won't happen without a warning).

Use the new PF blacklist function.

    Edit:
    Patch 5.1 Notes
The following adjustments have been made to the Party Finder:
Players can now blacklist other players actively recruiting party members.
Recruitment listings for players on your blacklist will no longer display.
    * An option to enable these listings can be found under Party Finder Display Settings.

They don't stay up forever, the person is just refreshing the PF

Have fun proving that. If they don't admit it in game chat, its legitimate (aslong as they dont mention $$ or €€). What does it help them anyway? People who aren't gonna buy, will not buy later, so they don't care about people blacklisting them.

If it doesn’t mater to them why do I keep having to blacklist people advertising for the same group?

Either their alts advertising RMT sells are getting banned or they are bypassing blacklists, take your pick.

Because even people who sell content have a real life and are not 24/7 online and are not bots. Maybe that's why. They could get new member too and old leave the game, take your pick.

I guess SE really is gonna end up going out of business. If they're breaking their own agreements what's to stop them from false advertisement next?
