In the settings menu there should be a way of checking (green check mark) if you are transfer capable.

Does anyone else think this means we aren't getting an Ishgard housing?

In 5.1? Definitely not. The restoration attempts don't even start until then. No one but SE can say, but it seems unlikely we'll get Ishgard housing before 5.4 if this is to be a multiple patch thing, maybe even not until 6.0. If at all.

They haven't actually confirmed Ishgard housing, only that "maybe if you build it" or something like that.
