Making a new system would take a Herculean effort but I feel every addition to the ward system makes the wards worse as people spread to the mediums and larges and the people who wanted a neighborhood loose neighbors and potentially more players who don't care about that system join (don't care as in don't care they have neighbors, they only wanted a house). . . Simultaneously we're burdened by all the restrictions (besides the obvious of location, location size, location theme stuff we're also held back by potential objects and themes, huge towers and ShB final zone backdrops, or creative limitations, like unlocked z and scale options).
How I dearly wish they could make an instance house system. . . Dearly. Wards seems fantastic when your mmo is hardcore / sandbox but for FFXIV I feel like they found my least favorite vegetable and cooked it in my least favorite way to pair it with what normally is one of my most favorite dishes. Just feels bad to me to have that feeling, I mean I want housing to expand and all I could do when I heard the ward system got bigger was grimace a little.
I suppose it's probably an easier band-aid fix to all the players they've got and so it's better than doing nothing, to do this ward expansion, but I still believe they're going to be sitting under a mammoth list of issues including a system that barely speaks to the genre of game (themepark) and themes of the game itself (high magic & freedom) until they find a way to make truly instanced houses (unlimited, to the extent of demand at least, and in a few words best described as upgrade-able pocket spaces- which also has the potential to nuzzle the lore nicely). And I don't want to, and I don't think that, the wards need to die to do that nor ward users to be left behind in features, depending on how you implement it.

This is not correct. You can relocate with full storage and your storage space will just go over the cap with the items you had laid out before, until you remove it all. I’ve relocated twice already and had no problems.No, as long as you have enough space in your housing storage, all your items will be automatically moved to storage when you move (so you'll have to manually set everything up again, even if you're moving to the same size house)
If you don't have enough storage to move, it won't let you, so it's safer to just put it all in storage before you start.
So, when does SE throw in the towel and make instanced housing already?
Well, if I'm lucky I'll be able to move my Shiro mansion to Limsa like I want. So if you're on Brynhildr, Shiro ward 11 plot 7 may be open soon.
