This is not correct. You can relocate with full storage and your storage space will just go over the cap with the items you had laid out before, until you remove it all. I’ve relocated twice already and had no problems. No, as long as you have enough space in your housing storage, all your items will be automatically moved to storage when you move (so you'll have to manually set everything up again, even if you're moving to the same size house)
If you don't have enough storage to move, it won't let you, so it's safer to just put it all in storage before you start.

I'm afraid you've misunderstood how the temporary increase in the relocation storage works.
Yes it does temporary increase your storage upto 40 items outdoors and 400 indoors... but if you already have a mansion then you're already at the limit and it won't increase it any further. Likewise if your combined stored items+housing items exceeds the limit (400 indoor items, 40 outdoors) then it won't let you move.
So if you had a large house with 300 items already stored and 150 items placed in the house, that's 50 over the top and it'll stop your relocation.
Likewise if you have a medium with 200 items placed and 250 items in your storage... again that goes past the maximum 400.
Thats just why I was saying it's safer to manually remove it all yourself in advance so you won't get caught out as every minute having to mess around with this on the day is less chance of getting the plot you want.
Hope this makes sense and you can confirm all this in the 4.1 patch notes.
While the limit of storerooms is normally dependent on plot size, the limit for all plots will temporarily increase as follows to accommodate relocation:
Indoor Furnishings: 400 Items
Outdoor Furnishings: 40 Items
Provided that the numbers of furnishings is within these limits, the relocation can be completed even if they exceed the storage limits of the new location. The furnishings will be temporarily kept in the storeroom of the new plot. The furnishing storage limits when relocating are the same as the placement limits for a large estate hall. Therefore, if a player relocates immediately after patch 4.1 and does not use the storeroom prior to the relocation being completed, it is not possible to exceed the limits, regardless of the size of the estate hall.

In the settings menu there should be a way of checking (green check mark) if you are transfer capable. In a duty at the moment but that has been the case for me at least. You should be sure it's ok before that fateful day.
We have a small FC on Chocobo and are now looking forward to getting a spot. We do not currently have a house.
