If you don't have enough storage to move, it won't let you, so it's safer to just put it all in storage before you start.
That's not quite accurate. I recently relocated my house without removing anything, and all of my furnishings got shoved into the house storage.



The outside furnishings also exceeded the storage limit, but not by such an impressive amount so I figured I'd spare you the screenshot
