Just me theory crafting but what if the raise from 300 commendations to 1,500 was to get people to play tanks and healers more?

Probably.

If anyone needs comms, they have a few months to get them and they can just spam the Guildhest "Under the Armor", using a system like tanks comm healers, healers comm tanks and DPS comm each other. If the others in the party aren't farming comms and you're a tank or healer you'll have a higher chance of getting more than one per run.

To maximize your chance of getting comms during regular content, one thing you can do is not correct someone else's objectively poor gameplay (really shows how useful comms are).
