It's completing "A Requiem for Heroes" quest essentially complete Stormblood all patches AND have a sufficient enough playtime (168 hours) you can have multiple level 80 jobs and not fulfill the requirement for either of these two conditions. The problem is that while the mentor system *SHOULD* be used to teach the basics of gameplay to low level players, that's not the case.
You can be a novice, and level 70, when you should already understand the basics of the game. EX trials also are things that can happen in the mentor roulette, and they are also a requirement.
So while mentors are being advertised as a person who helps new players get off the ground, you can very much so click on a mentor roulette, and end up in a synced Hells' Kier EX trial with level 70 sprouts.
SE either needs to remove the EX requirement, and lower the level of sprouts - or increase the requirement and expectations of mentors.
Edit:
looking at the NN list, I see sprouts who have multiple level 80 classes. So it seems level doesn't even play a factor.
