As for people demanding to be kicked if that were to happen, then I say update the report function so that trolling or making other people kick you were punishable too.

Trying to dodge the penalty is already against the ToS.

Then what dose SE do then?

They would need to up the lockout penalty (60 minutes sounds about right) while also tracking reports of disconnects/AFKs and start handing out warnings and eventually temp bans to players that demonstrate a pattern. If they just up the penalty you'll have players disconnect in the hopes of getting kicked. If someone is disconnecting/going AFK so often that it can be mistaken for attempts to get removed from the duty, they shouldn't be queueing to begin with.
