Question is how would ya know if someone isn't doing there damage right unless you use a parser at the point ya be breaking the tos ya self if you kick them base on that ya get ban.
You can't get banned if you don't specifically mention the parser.
The rotation of all DPS classes is honestly cyclical enough that I could tell if someone is doing it properly or not just by watching them for two minutes or so, though.
In the case of healers poor DPS is usually due to them overhealing and/or not following the "always be casting" rule.
Ilove that. Imagine someone joining a sports club, and whenever there is a match they just stand around doing jack shit or kicking the ball across the sideline every time. Then when someone asks them to play properly they go "I have a life and I pay bills bro, chill out, I don't have time to learn how to play this." lolThis was a leveling dungeon, level 77. And yet, I was called names, I was told that those persons had a life and paid bills hence I should chill out. As if all the persons who can actutally play properly were just a bunch of nerds, failure of humanity who should be grateful that those "real life workers" and "bills payers" bless them of their presence. Sure mate, I work and pay bills too, what's your point?
So all I'm hearing from this thread is "you aren't skilled enough to play ffxiv, so just don't play the game and waste our time."

I honestly wish people would say something to me. I am a Paladin and am not getting any comms. I must be doing something wrong but no one tells me anything. I've gone so far as asking for feedback when we enter. I took two years off of the game so admittedly I might not be doing something correctly. No one ever says anything. No one ever gives me any comms.
When I zone in I usually just say "hey guys, just came back after a two year break, if you see me doing something silly please give me feedback!"........ never any feedback, never any comms.
You could check if what you are hearing is what is actually being said.... or you could just claim the game is "toxic" eventhough that's not the case.
I wouldn't place too much relevance on comms as people comm for a wide array of reasons, sometimes superficial things like a fancy glamour or funny character name. If you really want to improve, I suggest taking the initiative and head over to the tank forum. Relay your way of handling things (small pulls, big pulls, your rotation and cd usage etc) and ask for advice and improvement. Or research via google, there are a number of posts strewn across the internet adressing generall recommendations regarding cds and rotations aswell as handling very specific issues.
In the end it's every players own responsibility to improve. If other players are in a spot to help because they have enough experience with that class or at least know some theory, it's a bonus and I'm all for people speaking up if they notice something off or wrong. Because mistakes happen, even if someone tried to inform themselves.
When I'm leveling a new class I don't head into dungeons, push whatever button I feel like and wait for other players to correct me. I read the tooltips, take some time to make sense of all skills I have and how they might work together but I always google generel tips, low/ mid/ max level rotations aswell to see how far off the mark I was and to correct mistakes.
But sometimes I overlook things. When I arranged my RDM hotkeys after unlocking it I completely forgot about VerthunderII/ VeraeroII. I know I read the tooltips but I completely forgot about hotkeying it, spent some time as a WHM again and when switching back it escaped my mind that I still needed to hotkey two skills and used Jolt - Scatter instead. I wish someone would've given me a pointer during my first leveling roulette runs.
It felt wrong and after skimming over my skills again I facepalmed pretty hard when I noticed I forgot my two aoe skills.
Mistakes can happen but generally it's the player's own responsibility first and foremost. The lack of initative many players show always astounds me.

Jk, I usually just give small suggestions like telling the tank to use their aoe combos or asking the healer to weave a damage spell between each heal spell they spam, people are more willing to make small changes but I doubt it would be practical to teach them an entire rotation unless they ask for it.
