Essentially it would just delete the table-top/wall mounted furniture, while merging them with the surface they're placed on. So, going back to the Retainer Counter, you could recreate that indoors with the Glade Counter, 2 Glade Lamps, an Inkwell and Classified Documents. As I said before, that's 5 furniture slots. Hit "Merge" however, and the 2 Glade Lamps, Inkwell and Classified Documents are now part of the Glade Counter, essentially it becomes the Retainer Counter you can have outdoors (although you might lay things out differently). They desk clutter is essentially deleted, freeing up 4 slots, and the Glade Counter now has them fixed in the same place they were when you hit "Merge". You wouldn't be able to customize them anymore, you'd probably lose them outright if you removed or stored the Glade Counter, but I'd say it would honestly be worth it just to free up those furniture slots.
An idea for the devs to kick about at least... All I know is that it'd probably be worth another 50 furniture slots for me... Table-top and wall-mounted furniture are both the best and worst pieces of furniture in the game... Best because they can add so much detail to an area, worst because they just eat into your furniture limit without really filling any extra space... A "fix" for that would be great, or just an expansion to the furniture limit, either/or as far as I'm concerned.
