I don't recall hearing a sufficient explanation behind that decision.

We haven't received any explanation about any of the healer decisions, other than "we aren't thinking of adding a healer this expansion, because we want to balance healers."
Followed by, later, "Oh, healers wanted a new healer? We didn't know. We'll think about that in the future."
Then, "We don't want to hear about healer complaints! Wait until savage releases, and then we'll consider taking feedback."

And since then not a thing.
