Correct, mostly. Using it on 3 Sen before was seen as converting it into access to 3 Shinten, which was a potency gain over time compared to using the Sen on Midare. Now? 15 Kenki from 3 Sen is not worth it in the middle of a fight, 5 Kenki is NOT worth losing any Sen. The only times I would consider it worth it is when you need to reset your rotation, if you messed up that bad, you have downtime and have to reset before it comes back, or you are in a dungeon and going between pulls or going into a boss with Sen.

The way I am looking at it right now is: Seigen costs 15 kenki. Is losing 3 Sen for a Seigen (200 potency) worth it? I don't think so. If you look at Shinten 15 Kenki converts into 180 potency, even lower.

Honestly? No. You need to convert the Kenki into potency and compare it if you do and don't use it. 1 Shinten costs 25 Kenki at 300 potency. Each Sen gives 5 Kenki with Hagakure, which is equal to 60 potency. Up to you if you think 60 potency is worth it. I don't think it is.
