The thing about all of those hurdles you put up to prevent bad players from getting into content is that everyone has to leap over them, and while it may not be particularly difficult, they do add up and require an increasing amount of time to get over, time that could be spent doing something that's actually fun. Other games have tried to "force" players to play better, but with little success. Many players will get around the hurdle and then go right back to being as lazy as the content allows, or they'll learn how to beat that particular trial, but not more generally how to adapt in new content. All you can do is provide players with the opportunity and resources to improve if they choose to do so and make sure anytime players are likely to have to band together with random people that the game won't be too painful. Difficulty is best reserved for organized groups of like-minded individuals or for solo content.

If you were FORCED to do some kind of Test-area before entering Savage or Ex-Primals that would be another thing. But no such thing will happen i can assure you. The only thing that will happen is that SE will make the Game easier every expansion. At some point we can mash one button like we do in the current "PvP" (or whatever thats supposed to be now) to press 3 actions.
The players that were going to struggle with the Proving Grounds generally weren't players interested in difficult content to begin with. They were casuals whose upper end consisted of heroic dungeons and LFR. As someone who never found the Proving Grounds difficult, I never really felt like I got anything out of having to jump that hurdle on every role on every character. It did not result in a noticeable improvement in group quality.
