They won't do it. Congested means full and needs to reduce the population. Either suck it up, or move servers to be with him. As people have suggested, world visit is an option, so he can still play with you. Those are the options and SE will absolutely NOT budge on that because they're congested for the fact the servers can't handle anymore. There's only so much a server can handle, even the most powerful servers in the world. And combining servers together produces diminishing returns, at some point it becomes pointless to add more for a singular realm, and instead new realms are the best way to handle it. From my understanding, we have hit that limit on these servers.
