While I appreciate that, you're asking upwards of seven other people to stand around doing nothing for almost an hour because you want the best of both worlds. Don't fault the playerbase for a poorly designed mistake by the dev team—one they openly acknowledged.

That all said, my sympathies go to the new players or alt levelers who aren't interested in the story, or don't want to wait almost an hour to get through one dungeon. People wanting the better reward can just go do something else but the aforementioned don't have an option.
It happened often enough for it to be an actual issue that SE had to address. In all my times of doing the MSQ roulettes. The vast majority of them involved the party rushing through the entire thing, leaving the sprout to watch the cutscenes. It's quite an issue when you talk to many people about this and most admit that they actually had to skip the cutscenes and watch them in the inn..so yes, it happened often enough.

Watching the cutscenes and participating in the battle was literally the intent of this. The seven or so people who picked the MSQ roulette should be prepared to be spending almost an hour there. It's a story MMO, that new player most likely want to actually enjoy the whole thing like it was intended. I will fault the playerbase for this. Because nothing excuse pressuring people to not enjoy something how it was meant to be enjoyed because some people apparently want to rush through everything and that is another issue with this community that has been brought up time and time again.

I will end with this too. My sympathies goes out all those people who actually wanted to enjoy a MSQ dungeon. But couldn't because people who were done with it wanted to just rush through with little to no regard to the person that wants to enjoy it. The reward was basically to compensate spending time to help a new or I guess alt character even though most of the time it was just new. But of course given how a lot in this community wants to just speed run everything. That got ruined and now here we are.
