Yes, except their decision not to add the missing genders was not predicated on such concerns, but on how much resource they're willing to expend on it at the time being. So I don't see it as particularly relevant, and the fact that some people would not want to see male Hrothgar or female Viera, for example, posed no obstacle to them adding those races. It's really neither here nor there.
